PROGRAM
The
American Legion, Department of Texas is excited to announce that we will
conduct training on the Fundamentals of Post Operations; training will
be conducted at three locations across the state to give everyone the
chance to attend.

The training is open to all Legion Family Members wishing
to learn more about The American Legion. Training will begin at 9am at
each location.
Anyone
wishing to attend is encouraged to complete the American Legion
Extension Institute Course (ALEI) prior to attending as it will provide
you with basic information about The American Legion. Books available
from Department Headquarters or National Emblem Sales.
There is
no registration fee involved at the above sites. Classes will run until
about 4 PM and lunch will be on your own.
The
4th Division Convention in Lubbock on 21 May 2011 will have a
4 hour block covering much of the same information however you will
probably need to be a registered attendee to the convention. More
information should be out later covering the convention and class.
Alaska Veteran Elected Leader of The
American Legion
MILWAUKEE (Sept. 2, 2010) – A retired U.S. Army and Marine Corps veteran
has been elected national commander of the nation’s largest veterans
organization.
Delegates to The American
Legion’s 92nd National Convention here chose Jimmie L. Foster of
Anchorage, Alaska, to lead the 2.5 million-member organization of
wartime veterans for a one-year term.
A native of Delaware, Okla., Foster is a 1972 graduate of Northeastern
A&M College in Miami, Okla., with a degree in agriculture education.
After working in the textiles and grocery business, he joined the U.S.
Marine Corps where he served at the U.S. Marine Corps Recruit Depot in
San Diego, Calif. from 1973 to 1976. Following a short break in service,
he reenlisted in the U.S. Army, ultimately retiring with 20 years of
military service on Aug. 1, 1994 as the chief legal noncommissioned
officer at Fort Huachuca, Ariz.
Foster’s 29 years of American Legion experience include offices and
appointments at all levels. He served American Legion Spenard Post #28
as adjutant for many years, as well as other offices, ultimately serving
a post commander in 1989-1990. He served on many state –level committees
including Americanism, the Citizens Flag Alliance, Economics, Veterans
Employment, Internal Affairs, Legislative, Membership & Post Activities,
Military Affairs, National Security and Naval Affairs. During his term
as membership chairman, the Dept. of Alaska finished number one in the
nation for membership. He served as state commander in 1999-2000.
Nationally, he served on the organization’s board of directors as
National Executive Committeeman from 2002 to 2006 for the Dept. of
Alaska as well as the National & Homeland Security Council, Economics,
Internal Affairs and Legislative Commissions and, most recently, served
as chairman of the National Legislative Commission from 2006-2008.
Foster and his wife Rehta have two sons, Christopher and Michael and
five grandchildren who have been active members of The American Legion,
the American Legion Auxiliary and the Sons of The American Legion in
Anchorage. Rehta is a past American Legion Auxiliary unit, district and
department president in Alaska.
Cmdr. Foster took the oath of office along with five other national
officers. Serving as national vice commanders are John M. Mella of
Gladwin, Mich.; Eugene R. Pytka of Cumberland, R.I.; Russell J. Henry of
Sulphur, La.; Carlos Orria-Medina of San Juan, Puerto Rico; and William
F. Schrier of Sedro-Woolley, Wash.
National Historian James Fratolillo of Quincy, Mass.; National
Sergeant-at-Arms Ernest L. King, Sr., of Anchorage, Alaska; and National
Chaplain Rev. Daniel J. Seehafer of Beaver Dam, Wis., were appointed to
their positions by Cmdr. Foster following the close of the national
convention.

Military Style Hand Salute Approved
Veterans and active-duty service members not
in uniform can now render the hand salute during the playing of our
national anthem, thanks to changes in federal law that took
effect this month. The legislative change was sponsored by Sen. Jim
Inhofe, R-Okla., an Army veteran, and included in the Defense
Authorization Act of 2009.
The new provision improves upon a little-known change in federal law
last year that authorized veterans to render the hand salute during the
raising, lowering or passing of the flag. But it did not address salutes
during the national anthem. Last year's provision also applied to
members of the armed forces while not in uniform.
The American Legion has opposed the saluting of the U.S. Flag when it
is being raised, lowered or is in passing by those who are not in
uniform. At its National Convention in Phoenix last August, the Legion
passed a resolution against the practice, saying that it "causes
confusion leading to breaches of flag etiquette with regard to proper
conduct during the recitation of the Pledge of Allegiance."
Furthermore, the Legion is concerned that salutes from veterans and
service members out of uniform will be imitated by the general public as
the proper way to honor the U.S. Flag and/or national anthem. In
responding to numerous phone calls and e-mails on the issue, the
Legion's Americanism Commission offers this advice: "The law does allow
veterans to render the right hand salute, but does not mandate it. If
you feel uncomfortable in any situation where the flag is being raised,
lowered or is passing in review, the traditional right hand over the
heart - with the hat removed - is still a viable and very respectful
alternative to the new law."
Traditionally, members of veterans service organizations have
rendered hand-salutes during the national anthem, and at events
involving the flag, while wearing their organization's official
headgear.

Klee Appointed State Chaplain
Following the 92nd Annual Convention of The
American Legion, Department of Texas held recently at the Holiday Inn in
Beaumont, Texas, Harvey H. Klee, was appointed Department Chaplain
2010-2011 by the incoming Department Commander, Ken Mueller. Chaplain
Klee is a member of Frank Griggs American Legion Post 370 in Llano,
Texas where he holds the position of Hubmaster and Webmaster.
At the Convention, Klee was also awarded third
place in the 2010 TEXALPA (Texas American Legion Press Association) Dan
Fallon Award category for outstanding web design for Post 370’s web
site. www.amleg370.org.
The Department of Texas is comprised of 524
American Legion Posts, 4 Divisions, and 23 Districts and has over 82,000
members.
Chaplain Klee had previously been appointed
Department Chaplain for the years 1999-2000, 2001-2002, 2005-2006 and
2007-2008 which is a record in the Legion’s 92 year history. Harvey also
serves as Chaplain for the Legion’s 21st District and is a
member of VFW Post 10376 in Marble Falls. He holds the position of
Assistant Chaplain for the State of Texas for the Chapel of Four
Chaplains and is a Chaplain for the Highland Lakes Honor Guard, a local
organization certified by the Department of Defense to provide military
funeral honors for honorably discharged veterans.
Chaplain Klee is the author of, “A Chaplain’s
Story, Manual and Guide, now in its 2nd Edition. He is the
founder and President of the Texas Chaplains Association which has over
162 members. As an attorney, he also serves as an Associate Chancellor
for the Southwest Conference of the United Methodist Church and is a
member of the Highland Lakes UMC in Buchanan Damn where he serves as
Chairman of their Administrative Council and webmaster.

Harvey resides with his wife, Suzanne, in the
community of Lone Grove in Llano County. They have 11 children, 14
grandchildren and 4 great-grandchildren.
